Family and community involvement has always been a cornerstone of public schools. All community partnerships must align to the Omaha Public Schools Strategic Plan of Action.

Requirements

Insurance Requirements
All Service Providers will be required to submit current certificates of insurance cspdocuments@ops.org prior to receiving approval to work in a school. In the future, certificates of insurance must be submitted no later than five business days after the insurance renewal date. The service Provider is required to maintain and pay all premiums on the following policies of insurance:
Commercial General Liability
Minimum limits of at least:
- $1,000,000 Per Occurrence
- $2,000,000 General Aggregate
- $2,000,000 Completed Operations Aggregate
- $1,000,000 Personal and Advertising Injury
Coverage shall be provided by a standard form Commercial General Liability Policy covering bodily injury, property damage including loss of use, and personal injury.
OPS shall be named as additional Insured on a primary and non-contributory basis including completed operations. Additional Insured status shall be maintained for 2 years after final acceptance and payment.
Professional / E&O Liability
Minimum limits of at least:
- $1,000,000 Per Occurrence
- $1,000,000 General Aggregate
Coverage shall have an effective date or retro date on or before the date of the Agreement and shall be maintained during the term of the Agreement and for a minimum period of one year after the term expires.
Sexual Abuse & Molestation Liability
Minimum limits of at least:
- $500,000 Per Occurrence
- $1,000,000 General Aggregate
Coverage shall have an effective date or retro date on or before the date of the Agreement and shall be maintained during the term of the Agreement and for a minimum period of one year after the term expires.
Automobile Liability
Minimum limits of at least:
$1,000,000 per accident, combined single limit BI/PD
Coverage shall apply to any Owned, Hired, and Non-Owned Autos.
Workers Compensation
Minimum limits: Statutory coverage for the state where the Project is located.
Employers Liability Insurance
Minimum limits of at least:
- $500,000 Each Accident
- $500,000 Disease – Per Person
- $500,000 Disease – Policy Limit
Umbrella / Excess Liability insurance
Minimum limits of at least:
$1,000,000 Per Occurrence
Umbrella/ Excess liability insurance policy shall provide liability coverage over the specified Workers Compensation, Employers Liability, Commercial General Liability and Auto Liability policies.
The service Provider agrees to waive its rights of recovery against OPS and its employees, officers, agents, Board members and contractors for any claim or loss that is covered by collectible policies of insurance. The insurer shall endorse the commercial general liability, automobile liability, workers compensation, employer's liability, and umbrella/excess liability policies of Service Provider to waive subrogation against OPS and its employees, officers, agents, Board members and contractors.
Evidence of such insurance coverage in effect shall be provided to OPS in the form of a certificate of insurance executed by a licensed representative of the participating insurer(s), and the polices shall be endorsed to provide that OPS shall receive at least ten (10) days written notice of any cancellation or non-renewal of any policy of insurance. Failure to demand such certificate(s) or other evidence of full compliance with these insurance requirements or failure to identify a deficiency from evidence provided by Service Provider shall not be construed as a waiver of Service Provider’s obligation to maintain such insurance.
Agency Insurance
Service Provider shall require all subcontractor of Service Provider providing any services under this Agreement to maintain the same insurance coverages, with insurers acceptable to OPS and (Service Provider), as are required of Service Provider herein prior to commencement of any work under the Agreement or Project Attachments. OPS and Service Provider shall also be added as additional insureds on such policies.
In addition to the two submissions required above, Service Providers should be aware that the District will begin requiring Service Providers to test any employee, contractor or volunteer for the presence of alcohol or drugs if the employee, contractor or volunteer appears to be under the influence at any time while on District premises. Once the above steps are completed, principals, program directors, district points of contact, and the service provider organization will be informed by email when the service provider programming may begin and which service providers will have access to schools, programs, and facilities. Service Providers may not initiate services without written approval in the form of email from the Community Partnership Coordinator.

Background Check Requirements
Background checks are required of any service provider employee, contractor or volunteer who will have access to Omaha Public Schools’ students, families, and/or staff at any District school, program, or facility while performing their programming. The District requires that Service Providers must obtain, at Service Provider’s cost, a criminal background check, a national and county of residence criminal history record check, a check of the Abuse and Neglect Registries for adults and children, a check with the Nebraska State Patrol Sex Offender Registry and the United States Justice Department Dru Sjodin National Sex Offender Public website (collectively, “Background Check”), for all employees, contractors or volunteers who are providing services under the Agreement and at the initiation of employment for all new employees providing services under the Agreement who will come in contact with District students.

- Address to Criminal History (7 years)
- Adult Abuse Registry, NE
- Child Abuse Registry, NE
- Global Report
- Multi-Court Jurisdictional Database
- National Sex Offender Registry
- Nationwide Federal Criminal
Service provider organizations should review background checks prior to submission to ensure the background checks meet their specific employment, contractor, or volunteer requirements. While Omaha Public Schools does not determine who your organization chooses to hire as an employee or contractor or who you permit to volunteer, the District will not permit any of your employees, contractors, or volunteers with a history of crime(s) against a child or any violent crime(s) from having direct contact with our students. Omaha Public Schools does not allow sex offenders to volunteer or support in our schools.
Starting in the 2024-25 school year, verification of background checks must be submitted by July 15 for each upcoming academic year. In order to be considered current, a background check must be completed within sixty (60) days prior to an employee, contractor or volunteer’s first contact with OPS or within the last 12 months for an individual with a history of regular support on-site with OPS students. For any employee, contractor or volunteer starting after that date, Service Provider shall provide verification of the completed background check prior to permitting the employee, contractor, or volunteer to commence providing services to District students, families, and/or staff. Omaha Public Schools Human Resources will periodically audit randomly selected background checks from service providers to ensure that the individuals working in our schools do not present a danger to our students, families, or staff. Any concerns found during these audits will be discussed with the provider.
Completing the Request to Provide Services

If you are looking to become a partner with Omaha Public Schools, or expand current services, please complete request to provide services.
Completed requests are due no later than one week prior to the Community Partnership Review Committee's scheduled meeting.
- The Community Partnership Coordinator (CPC) will preview the request and contact the organization for information
- The CPC will contact Principals/Program Director to determine the interest in the program
- Requests are approved or denied based on Omaha Public School Policy 1401 and information provided on the Request to Provide Services
- Organizations will be notified by email regarding the disposition of their request
- Organizations whose requests are accepted must complete the background check and certificate of insurance process
- After current background checks and certificates of insurance are received at cspdocuments@ops.org, Principals/Program Directors and organizations will receive an emailed communication with the start date for the services to be initiated
